Community Councils were created following the Local Government (Scotland) Act 1973. While they hold no statutory powers, they serve as important voluntary bodies, working within a legal framework to represent local interests.
Halkirk District Community Council, established in 1978, represents Halkirk parish and communities including Altnabreac, Banniskirk, Harpsdale, Scotscalder, Spittal, and Westerdale.
The council’s main responsibilities are: to represent community views to The Highland Council and other public bodies, to act in the best interests of residents, and to be consulted on local issues such as planning and licensing.
Community Councillors serve 4-year terms and may seek re-election. To stand, you must be on the Electoral Register for the district. There are 8 elected seats and 4 group reps, with flexibility to co-opt where needed.
Community Councils are vital in strengthening local democracy, acting as a voice for their area, and helping to ensure community interests are heard and protected within local government.
