Who we are

Community Councils were established as a result of the Local Government (Scotland) Act 1973. They do not have statutory duties or powers, and are essentially voluntary bodies established within a statutory framework.

Halkirk District Community Council was formed in 1978 and represents the areas of Halkirk parish including Altnabreac, Banniskirk, Harpsdale, Scotscalder, Spittal and Westerdale

The key roles of the Community Council are:

  •  To represent the views of the community to The Highland Council and other public bodies operating in their area
  •  To act to further the interests of their communities
  •  To be consulted on planning applications within their area
  •  To consider exercising their powers to object to the granting, renewal or transfer of liquor licences

Community Councillors serve for a 4 year period and are eligible for re-election if they wish to be nominated. Persons wishing to become Community Councillors for their area must be on the Electoral Register for that Community Council district.
Halkirk District Community Council is allowed to have 8 elected councillors and 4 group representatives (12 in total). The Community Council is also empowered to co-opt individuals when it is deemed necessary.

We have CC representatives in all of the areas of the HDCC ward boundary.
Members of the public can contact their local community councillor at any time or indeed any community councillor if they so wish.


ASSOCIATE MEMBERS - We would welcome any local Groups (eg. Brownies, Young Club, Young Farmers etc) who would like to become an Associate Member and represent their group at the Meetings.
